Dubai Airport Terminal 3 arrivals has the Etisalat counter on the left side of the main hall past baggage claim and du on the right. Both are open 24 hours. Registration requires your passport and takes about 10 minutes. You choose from a plan menu board in English. The SIM is inserted and tested before they hand it over.
